Are there restrictions on the types of pets that can be imported?
Certain breeds of dogs cannot be imported into the country, while there are restrictions on the import of some other breeds of dogs. Please refer to the list of breeds Banned / Restricted Dog and Conditions for importation approval Restricted breed dogs.
Original exotic pets wildlife may be subject to state wildlife conservation under CITES. Please refer to the Department of Wildlife and National Parks for more information.
How do I import pets into Malaysia?
Imports are subject to import regulations of the Department of Veterinary Services Malaysia (DVS). For the types of animals and products not listed, please write to us for specific regulations.
Is there a minimum age requirement for importation?
Dogs and cats must be at least 3 months at the time of import.
How many pets can I import?
There is no restriction on the number of pets that can be imported by any person. However, local authorities in Malaysia may have regulations pertaining to the number of dogs that can be kept in residential premises.
Is it necessary to microchip my pet?
This is not necessary (except for restricted breed dogs) but it is better.
Do I need an Import Permit?
You are required to obtain an import permit from the Department to import pets into Malaysia. Pets arriving without an import permit cannot be allowed to enter the animal quarantine officer at the entrance. To import an exotic or wild animal as pets you may also be required to obtain approval from the Department of Wildlife Conservation and National Parks before applying for an import permit from the Department of Veterinary Services.
Where can I get an import permit?
For importation into Peninsular Malaysia, import permit must be obtained from the State Veterinary Department Director or the Director General, Department of Veterinary Services, Malaysia.
For importation into the States of Sabah and Sarawak, inquiries and applications should be made to the respective states.
How do I get an import permit?
You must submit the application along with a copy of current vaccination records and import permit fee of Five Ringgit (RM 5.00) per dog / cat. The fee may be paid in cash or by bank draft, money order or postal order, made payable to the Director of Veterinary Services, Malaysia or the State Director. Overseas applicants can apply by post or through a local representative (friend, relative or agent in Malaysia).

Pets on arrival to Malaysia should be accompanied by a Veterinary Health Certificate issued by the Veterinary Health Authority of the exporting country as an import rule.

Should I inform the entrance of my pet arrival?
It is not mandatory but it is good to inform the Animal Quarantine Officer at the entrance (see list of entrance) with details of the estimated time of arrival and flight details for faster visa.
What happens if I do not follow the rules and procedures of the import?
Pets cannot be allowed to enter or shall be subject to any action deemed appropriate by the Animal Quarantine Officer.
Entry Point Clearance
Are there restrictions on the entry point?
Pets must be ground for a visa only at the entry specified in the import permit. Pets requiring quarantine can only be landed at KLIA, Penang or Padang Besar where quarantine facilities are available.
Can my pet transit to other points of entry in Malaysia?
Pets are required to clear the land and the entry point of entry specified in the import permit. Pet transit to other points is not allowed without permission from the Animal Quarantine officers in certain entrance.
Are there charges incurred for visa?
Apart from the Customs charges, entry of pets is subject to veterinary inspection charges.
What documents will be required for clearance at the entrance?
The original copy of the import permit, a health certificate from the veterinary authority of the exporting country and CITES approval (if necessary) shall be submitted to the Animal Quarantine Officer for clearance. All documents must be in Bahasa Malaysia or English.
What is the valid period for the health certificate?
Veterinary Health Certificate shall be dated within 7 days from the date of export unless otherwise stated in the regulation of imports.
Does it matter if I do not travel with my pet?
Pets can travel unaccompanied. A local representative (friend, relative or agent in Malaysia) may be appointed by the owner to operate at the entry point and present with quarantine matters.
Are my pet subjected to be quarantined and what is the incubation period?
Dogs and cats from the United Kingdom, Republic of Ireland, Sweden, Australia, New Zealand, Japan, Brunei and Singapore are not subject to quarantine in condition the pets are healthy and all documents are in order. Dogs and cats from other countries are subject to a minimum of 7 days quarantine.
Which area is the entrance to the quarantine facility?
Quarantine facility for dogs and cats are available at the Kuala Lumpur International Airport (KLIA) in Sepang, Penang International Airport, and Padang Besar (Perlis-Thailand border).
Do I need to make reservation quarantine for my pet?
For quarantinable pets, import permits shall be issued only upon confirmation of quarantine space determined by the relevant Animal Quarantine Station. Thus when the import permit is issued, it means quarantine is reserved for arrival.
How do I get my pet to the quarantine station?
Animal Quarantine Officer at the entrance will assist in the transportation of pets to the quarantine station.
Can I visit my pet during quarantine?
Yes, the owner and anyone authorized by pets allowed to visit every day 8:00 to 4:00. However, visitors are advised to comply with all laws and regulations of the quarantine station.
How much is the quarantine charges?
Charges quarantine for dogs and cats is approximately RM 79.00 and RM 72.00 per week respectively. This fee is exclusive of food and any treatment costs that may be incurred.
